Mission: Train and certify globally competent Filipino workers


Primary Structures Educational Foundation, Inc. (PSEFI), under the trade name School of Knowledge for Industrial Labor, Leadership and Service (SKILLS) is a non-stock, non-profit organization registered with the Securities and Exchange Commission (SEC) in November 2008. It is duly certified by the Philippine Council for NGO Certification (PCNC), the Philippine government arm in certifying foundations.

Months after its founding, PSEFI became the strongest partner of the government in providing training to construction workers in the Southern Philippines. It works closely with the Technical Education and Skills Development Authority (TESDA), the government's technical-vocational training arm. At present, PSEFI is the leading training and certifying institution on technical-vocational courses in all construction-related trades and sole training and certifying entity for heavy equipment operations in the country.

Coming up with combo courses that bundle related subjects to make the training more manageable and allow the Foundation's graduates more employable, PSEFI has revolutionized the technical-vocational training approach.

2017: Hilot Wellness Massage NC II Training for Senior High School Students

Cebu City --- We started the new year 2017 with two groups undergoing extensive training in Hilot Wellness Massage NC II. Our Grade 11 Senior High School students and the scholars of the Department of Social Welfare and Development (DSWD), kicked-off the year with lectures, practical demonstration and on-the-job training about Hilot Wellness. Mr. Marben C. Manabat, RN, is the one on top of this tech-voc training. Our DSWD scholars set-up their Hilot Wellness facility in two venues: Circa 1900-Casa Dos, a restaurant located in Sanjercasville, Lahug, Cebu City, and at 2 Quad Building in Cebu Business Park. The student-trainees will be giving free massage to the guests, clients, employees of the said establishments. Training for Work Scholarship Program: Hilot Wellness Massage NC II Summer Course

We have a new set of students for the Hilot Wellness Massage NC II course, classes of which kicked-off on April 25, 2017, Tuesday, with Mr. Marison Donaire, RN, as instructor. The classes officially end on May 10, 2017, Wednesday. We have a total of twenty-three (23) students enrolled in the program, 9 of whom are Deaf. We are grateful to the Gualandi Mission for the Deaf, with Rev. Fr. Donald Abiichinomso as point-person, for making it possible for their Deaf beneficiaries to take part in this training program. Mainstreaming the Deaf in technical-vocational instruction is considered to be a big achievement in any educational institution.
