A. Skills Training for Out-of-School Youth and Out-of-School Adults
Primary Structures Educational Foundation, Inc. (PSEFI), operating under the brand name School of Knowledge for Industrial Labor, Leadership and Service (SKILLS) has trained a total of 2,143 students under different trade qualifications and earned partnerships with reputable institutions, local government units (LGUs), non-government organizations (NGOs), professional organizations, and private organizations. The training provided by the foundation to the LGU constituents on competencies needed in their infrastructure projects has helped in developing pride among their people by working on projects that they could relate and call their own.
B. Empowering Women
One of the flagship projects of the Foundation is training women to work in the male-dominated environment of the construction industry. On its fifth year now, the Foundation has certified a number of lady heavy equipment operators, carpenters, masons, rebar and form workers, painters, and others. It has also produced lady cleaners and hospitality workers.
C. Partnership with the Education Sector
In preparation for the Department of Education's K12 Program, the Foundation trained high school teachers in Cebu to enable them to teach technical and vocational courses in their respective schools. Every year, the Engineering students of the University of San Carlos and the University of San Jose-Recoletos visit the Foundation to learn and practice the technical and practical aspects of engineering. This practice has narrowed the competency gap between what is taught in school and what is demanded by the construction industry.
D. Partnership for the K-12 Plus Project
The Cebu Chamber of Commerce and Industry (CCCI) and AFOS Foundation for Entrepreneurial Development Cooperation aim to assist the ongoing education and training reform of the Philippines with particular focus on piloting the K-12 Plus project as a multi-stakeholder initiative for the benefit of the industry, of the youth and their families. Among the identified focus industry sectors of the K-12 Plus in Cebu is the Construction sector. Thus, PSEFI-SKILLS is a pioneer partner in providing the technical-vocational skills in construction in the early implementation of the Senior High School Program in June 2015.
E. Workers' Cooperatives
Until now, there are still workers who are victims of labor malpractices. The Foundation has started organizing workers and graduates of SKILLS into cooperatives for the purpose of addressing this problem. However, this project is still in its infancy. A lot of help is still needed to make headway.
F. Placement Programs
PSEFI ensures that the graduates will be able to find opportunities for employment after training. It has partnered with various recruitment agencies and local employers in providing job opportunities for its graduates.
G. Teachers' Competency Enhancement
True to its commitment to provide quality training and services, SKILLS has conducted in-house Training Methodology and Assessors Methodology programs to its in-house trainers and assessors. It has successfully produced more than 20 competent trainers and assessors from different trades since 2008.
In 2013, SKILLS has been certified as one of the five selected providers for the Trainers Methodology I Certification Program. Of the five training providers, SKILLS is the only private TVET to cater the Training the Trainers Development Program for construction trades. The TM 1 Program aims to provide trainers with both training and assessment competencies to be able to teach, train and conduct competency assessment under TESDA-regulated programs and policies.
H. Persons With Disabilities
In partnership with the Gualandi Mission for the Deaf and LINK Center for the Deaf, we pioneered the technical-vocational skills training for the hearing-impaired to reintegrate them in mainstream society and help them get employment.
