Engr. Steve Y. Banzon (2nd from left), PSEFI-SKILLS Technical Training Director at the Tzu Chi Foundation Training Center in Manila Cebu City --- Primary Structures Educational Foundation, Inc. (PSEFI) and Buddhist Tzu Chi Foundation-Philippines (BTCHP), are now partners in furthering humanitarian work in the country through education and training opportunities for the poor and the marginalized in society. The Memorandum of Agreement (MOA) between these two foundations was signed on September 26, 2016 here in Cebu City.  Engr. Steve Y. Banzon. PSEFI-SKILLS' Technical Training Director, went to Manila in October and December 2016 to visit the training facilities of Tzu Chi Foundation.
